Apply command

The APPLY command allows you to use healing herbs (ie, salves) to heal yourself or another person.
Many uses of it may be subject to the target's DEMEANOR or CONSENT settings.
Syntax
- APPLY <healing herb>
- APPLY <healing herb> <body part>
- APPLY <healing herb> ON <person>
- APPLY <healing herb> ON <person> <body part>
